Reinstatement is the cost nobody looked up

Years of alterations — foundations, service runs, extraction penetrations, mezzanines, partitions, racking fixings, drainage modifications, external plant — usually sit against an obligation to return the building to a defined condition. That obligation is written at the start and read at the end, generally by a business already spending money to move. Establish the position long before closure is imminent, because it is negotiable while you still have something the landlord wants, such as an extension or an orderly handover, and considerably less so once notice has been served. Ask early whether the incoming occupier wants any of what you installed, because a landlord will sometimes waive removal of something the next tenant would otherwise have to build.

Equipment rarely realises what the accounts suggest

Specialised plant has a thin market, and the cost of removal, transport and making good often exceeds what a buyer will pay, which turns an asset into a disposal expense. Sale routes exist through auction, dealers or direct transfer to another operator, and they all work better with time than under pressure. Start disposal early enough that machines can be sold while still installed, running and demonstrable, since a machine that can be seen working commands a very different price from one already cut loose and standing on a yard.

What is left in the ground and in the fabric

Long-occupied industrial sites accumulate residues in drains, interceptors, sumps, bunded areas, floor slabs and the ground beneath tanks and machines, and closure is when that gets investigated properly for the first time. There may be obligations to clean, to demonstrate a condition at handover, or to report what is found, depending on the regime and any permit the site holds. Commission the investigation early rather than allowing it to surface during a purchaser's or landlord's survey, when you have no time and no negotiating position left. Budget for disposal routes alongside the survey itself, since material taken out of drains, interceptors and bunded areas is often classified in a way that makes handling it the larger part of the bill.

Records outlive the building that made them

Batch and traceability records, product and design files, calibration and maintenance histories, employee records including any health surveillance and exposure monitoring, and environmental and permit documentation all carry retention requirements that continue after the site stops operating, sometimes for a very long time. Decide before dispersal where each set goes, who is accountable for it, and how it will be retrieved by someone who never worked there. Records lost during a closure become a real problem later, when a warranty claim, a product issue or a former employee's health claim arrives and there is nothing to answer it with.

Sequencing a shutdown safely

The physical work is hazardous in ways routine operation is not: energy isolation, draining and purging systems, decontaminating equipment before it is handled, dealing with asbestos and other hazardous materials in the fabric, working at height on stripped structures, and demolition where it applies. All of it is planned and executed by competent specialists under the construction, waste and safety regimes applying locally, and nothing here should be read as a method. The commercial point is that these activities have long lead times and licensing requirements, so a closure programme built around the last production date will already be late.

As soon as the obligations exist, which is from the moment alterations begin and any permit is granted, not when closure is contemplated. Carrying a considered estimate makes lease negotiations, expansion decisions and any eventual sale far better informed, and it prevents a closure appearing cheap in a board paper and expensive in reality. Revisit it whenever the building is significantly altered, since the reinstatement liability grows with every service run and every foundation poured.
Who is responsible for contamination discovered after we leave a leased site?
That depends on the jurisdiction, the lease and what can be shown about when the contamination arose, which is precisely why a documented condition survey at the start of occupation is worth so much. Without a baseline, an outgoing tenant is poorly placed to argue that something predates them. Take advice specific to the location and the agreement, and treat the investigation and the evidence trail as part of the exit project rather than something to resolve afterwards.
How should we handle staff during a plant closure?
Consultation obligations apply in most jurisdictions and carry timescales and penalties, so take specialist advice early on what applies where you operate. Operationally, the challenge is that you need people to stay through a shutdown they know ends their job, which usually means retention arrangements tied to the closure date, honest information, and practical support in finding other work. Losing key staff early leaves nobody able to run the final production or explain how the equipment being sold actually works.
