Oversized cargo is defined by geometry rather than by weight or value: the item simply will not fit inside the envelope that a mode treats as normal. Because each mode has a different envelope, an item can be routine on a ship, awkward on a train and impossible in a lower aircraft hold. Establishing the true dimensions early is what keeps options open.

Measure the envelope the item will pass through
Useful dimensions are not the ones on the general arrangement drawing. What matters is the greatest extent in each axis including cradles, skids, protruding flanges, lifting lugs and any protective framing, plus the clearance the handling equipment itself needs. Weight distribution and the position of the centre of gravity belong in the same data set, because they determine what can lift it and how it must sit. A dimension recorded generously at the start saves a route being abandoned late.
Out of gauge at sea
Cargo too tall or wide for a closed container travels on a flat rack or in an open top, secured by the shipper and stowed where the ship's structure allows. Because a protruding load prevents boxes being placed alongside or above it, the carrier loses the use of neighbouring slots and charges for them, so the cost of an out-of-gauge shipment reflects the space blocked rather than the space occupied. Positions available for such cargo are limited and are planned rather than allocated on request.
Each mode has a different aperture
Air is the most restrictive: the load must pass through a door of fixed dimensions and sit within a hold whose floor has a defined loading limit, so aircraft type dictates feasibility more than payload does. Rail is limited by the loading gauge, the cross-section that clears tunnels and structures along the route. Road is bounded by permitted height, width and length, above which the movement becomes a notified abnormal load. Water offers the most generous envelope, which is why unusual items are routed to reach a quay wherever possible.
One dimension usually closes the door
Height is the frequent offender, because it is constrained by bridges, tunnels, cables and hold clearances that cannot be adjusted. Width causes fewer outright refusals but many escorted movements. Length is the most survivable, since extendable trailers and long wagons exist. Working out which single measurement is binding tells you immediately whether the problem is a routeing exercise or a redesign.
Shrinking the problem before it starts
Shipping in sections for site assembly, orienting the item on its narrowest face, designing cradles that add nothing to the critical axis, and removing protrusions for transport all convert an abnormal movement into an ordinary one. Manufacturers who involve transport engineers during design routinely avoid costs that would otherwise recur on every unit they sell.

- Because a load overhanging its flat rack prevents containers being stowed beside or above it. The carrier cannot sell those positions, so the charge reflects the slots blocked rather than the volume the item itself takes up.

- Usually height. Bridges, tunnels, overhead cables and hold clearances are fixed, so an item that is too tall closes off entire routes. Width tends to mean escorts and restrictions rather than refusal, and length is often solvable with different equipment.
