The peak is the crossover, not the headcount
Facilities sized against total employment fail predictably, because demand is not spread across the day. At shift change, one group is arriving and changing while another is leaving and washing, and both need lockers, cubicles and doorways at the same moment. Canteen seating peaks in a narrow window unless breaks are staggered. Size against that concurrent demand, and then check the effect of the staggering you actually intend to run. Under-provision does not show up as a complaint; it shows up as shifts that start late because the queue for the changing room absorbed the handover.
Walking time is paid on every break, every day
The distance between a workstation and the nearest washroom, break area or locker is multiplied by every person and every break, and on a large site it becomes a substantial standing cost that no one measures. It also determines behaviour: where washing facilities are far away, hand hygiene rules get treated as optional, and where the break room is a long walk, people eat at the machine. Both outcomes carry consequences beyond convenience. Distributing modest provision near the work, with a larger central facility for meals and changing, usually beats one impressive block at the front of the building.
The changing room is often the contamination boundary
In food, pharmaceutical and other hygiene-controlled production, the welfare block is where street clothing stops and production clothing starts, which makes it part of the process rather than an amenity. That imposes a defined route through changing, hand washing and, where required, footwear control, with no way to bypass it and no path that lets a person re-enter production having gone the wrong way. The same logic runs in reverse in dirty processes, where the changing arrangement exists to keep contamination out of vehicles and homes. Designing this after the building layout is fixed rarely ends well.
Rest, shift patterns and the facilities that make them workable
Sites running nights, continuous operation or long shifts need provision that daytime-only plants can get away with omitting: somewhere warm to eat properly at unsociable hours, hot food or at least decent heating and refrigeration, drinking water within reach of the work area, and quiet space away from noise. Where the site runs a diverse workforce, quiet or prayer space and appropriate sanitary provision are ordinary hygiene requirements rather than concessions. These are inexpensive to include when the building is being fitted out and disruptive to insert once the floor is occupied.
What is prescribed, and what is discretionary
Minimum welfare provision — sanitary and washing facilities, drinking water, changing and storage arrangements, rest areas, ventilation and temperature in occupied spaces — is set by the workplace health and safety framework applying where the site operates, and the drainage, ventilation and layout that deliver it are designed by building services engineers to the local building code. Nothing here states a requirement or a quantity. The discretionary part, and the part that shows in retention figures, is quality: light, cleanliness, seating people can actually use, and lockers big enough for what people bring.

Welfare space is among the first things to become inadequate after a headcount increase, and it is awkward to extend because of the drainage and ventilation involved. Establishing the expansion route at design stage costs little; discovering there is none after hiring a second shift costs a great deal.

- Give them a defined route and defined facilities rather than letting them use whatever they find.
