Each element gets a measured time, and a task standard is assembled from the elements that actually apply to that instruction. Sites that do not maintain the indirect categories end up with two figures, the reported one and the one supervisors actually believe, and once that divergence appears the system stops influencing decisions.

Consultation, fairness and lawful use

Measuring individual output creates personal data and touches terms of employment, and in many jurisdictions it engages information and consultation obligations, works council agreement or collective bargaining before deployment. Requirements differ by country, so establish them with the relevant national authority and employee representatives at the design stage. Beyond legality, the practical determinant of success is whether measurement is used to identify obstacles and coach, or to discipline.
