Done well, it removes travel and lifting from every shift without asking anyone to work faster. Left alone, it degrades steadily, because ranges change constantly while the arrangement of the pick face reflects whatever was selling when the site was last reorganised.

Movement frequency comes first, but never alone
The obvious rule is to put frequently picked lines closest to where picking starts and ends. Applied by itself it produces a congested hot zone where several operators are permanently in each other's way, and it ignores whether those lines are heavy, bulky or awkward. Sensible plans rank by how often a line appears on an order rather than by units shipped, then spread the busiest items across enough faces to keep the aisle workable.
Products that travel together should live together
Where orders repeatedly contain the same combination of items, placing those items near one another shortens the whole journey rather than one leg of it. Affinity analysis finds those pairs and groups in order history, and it often contradicts a pure velocity ranking by pulling a moderately busy line into the fast zone. It matters most for multi-line orders and hardly at all where most orders contain a single item.
Reachable height is scarce and should be rationed
The band between roughly knee and shoulder height is where picking is fastest and safest, and there is only so much of it. Allocating that band to the most frequently handled and the heaviest items reduces both cycle time and injury exposure, while slow, light lines can sit low or high without much penalty. Treating that band as a resource with an owner prevents it being colonised by whatever happened to be replenished first.
Cube decides how often somebody has to refill the face
A fast line in a small face empties repeatedly, and each refill is a truck movement into the aisle that interrupts picking. Matching the size of the location to the product's rate of consumption balances picking convenience against replenishment effort, and for the very fastest lines the answer is often a dedicated pallet position at floor level rather than a shelf. Ignoring this produces a fast zone that looks efficient and is constantly blocked by replenishment.
Re-slotting has a cost and a timing
Moving stock produces no output on the day it happens, consumes truck capacity and creates a window in which the record is unusually fragile. Practical programmes move a limited number of lines at a time, run outside peak trading, verify each move by scanning, and prioritise the changes that recover the most travel. Reviewing seasonally and after any significant range change is usually enough; waiting for the layout to feel wrong means the loss has already been running for months.

- It depends entirely on how it is phased. Moving a modest set of lines per shift, with each move scanned and verified, is barely noticed; attempting a wholesale rearrangement over a weekend tends to leave a week of unexplained stock differences behind it.
